TGRERA Fines Four Unregistered Realtors ₹3.69 Lakh for Fraud in Kokapet Project

The Telangana Real Estate Regulatory Authority (TGRERA) has taken strong action against four individuals, including Sikha Balaraju of Vijayawada, for unlawfully operating as real estate agents without RERA registration. The authority imposed a fine of ₹3.69 lakh under Section 62 of the RERA Act, 2016, citing serious breaches of the law.
Developer Accuses Agents of Fraud
The case emerged after a complaint by Anji Reddy, Managing Director of Viana Homes Pvt Ltd, who alleged that Balaraju misrepresented himself as a marketing intermediary with access to buyers interested in commercial properties. Balaraju claimed he could help sell units in Poojitha Tech Park, a 2.10-acre commercial project in Kokapet village, Ranga Reddy district.
While discussions around a potential agreement took place, Viana Homes never formally engaged Balaraju or his firms. Despite the absence of a contract, the respondents introduced several prospective buyers, leading to executed sale agreements—raising suspicions when documents surfaced that falsely suggested Balaraju's firms were authorised RERA agents.
Allegations of Fabrication and Criminal Action
Viana Homes further alleged that Balaraju and his associated companies—Infy Projects Ltd and Bell Square (also known as Bellcom India Ltd)—falsely claimed official capacity as licensed real estate agents. The complaint stated that signatures and receipts were forged in a bid to legitimise their dealings. These alleged forgeries have already triggered FIRs from the Economic Offences Wing of the Cyberabad police, accusing the respondents of cheating and fraud to the tune of ₹4 crore.
TGRERA Ruling and Penalty
Following an investigation, the regulatory authority concluded that the individuals acted as real estate agents without registering under the RERA Act—a mandatory requirement under Indian real estate law. The authority’s final order, issued on May 17, acknowledged that a grave violation of the law had occurred. Consequently, the maximum relief sought—imposition of penalty—was granted by the authority.
TGRERA has reiterated its stance that no unregistered agent will be allowed to operate or mislead consumers in RERA-approved projects, reinforcing its commitment to transparency and lawful practices in real estate dealings.
