Punjab Launches Mobile-Based Property Registration, Ends Need for Agents and Office Visits

In a major step towards digitising citizen services, Punjab Chief Minister Bhagwant Mann and AAP national convener Arvind Kejriwal introduced a new mobile-based property registration system, described as fast, transparent, and middleman-free.

Revolution in Real Estate Registration

According to CM Mann, the newly launched system marks a fundamental shift in how property registration is handled. He stated that it eliminates the need for multiple office visits and the involvement of agents or brokers, making the entire process accessible on mobile phones—from document submission to final registration—bringing speed and transparency to the forefront.

Expanded Access and Doorstep Assistance

Officials noted that residents can now complete their property registration at any sub-registrar office within the district, regardless of the property's location. The system also integrates with Punjab’s helpline-based doorstep service ‘Seva Sahayak’ (via 1076), benefiting rural families, senior citizens, working professionals, and others facing mobility challenges.

Real-Time Updates and Zero Waiting

Mann added that applicants will receive real-time WhatsApp updates during every stage—from document submission to payment and appointment scheduling—minimizing uncertainty and wait times. The inclusion of online document submission, digital pre-scrutiny, and self-scheduled appointments reduces the need for physical visits and queues.

Cashless and Corruption-Free Platform

The platform offers a 48-hour guarantee for document pre-scrutiny and ensures no wait at the final registration step. All payments—stamp duty, registration charges, and fees—are consolidated into one digital gateway, removing the need for cash or demand drafts and enhancing transaction safety. Citizens can report corruption directly via WhatsApp, making the process more accountable.

Self-Drafting Tools and Affordable Help

Highlighting affordability, the system introduces a 'Draft My Deed' tool allowing users to prepare documents themselves or access low-cost help from Sewa Kendras or Seva Sahayaks, thus reducing reliance on expensive private deed writers. The portal’s built-in fee calculator, aligned with preset government rates, supports accurate financial planning and eliminates hidden costs.

Statewide Rollout by August 1

The initiative has already been launched in Mohali and will be extended across Punjab by July 15. A pilot run will take place in all districts until August 1, after which the full rollout is expected.

Accountability Mechanisms in Place

To ensure efficiency, the system includes mechanisms to hold officers accountable. Any objection raised by a sub-registrar will be immediately communicated to applicants and monitored by senior officials such as the district deputy commissioner. CM Mann emphasised that any undue delay or unfair action will face strict consequences.

He concluded by saying that although corruption in tehsils has been deeply entrenched, this new system is a decisive move towards dismantling it permanently.
