The Maharashtra government has rolled out its Housing Policy 2025 with a focus on inclusive urban development, bringing major incentives for senior living housing projects across the state.

Stamp Duty Slashed to Just ₹1,000 for Senior Homes

As part of the fresh policy measures, buyers of senior citizen homes will now pay only a token stamp duty of ₹1,000, replacing the earlier range of 5% to 7% of the property value, which varied depending on the location. This move is expected to make senior living homes significantly more affordable and attractive.

Developers to Gain from FSI Boost and Tax Concessions

To encourage private participation, developers of senior living projects will receive several tax benefits along with enhanced Floor Space Index (FSI) allowances. These provisions aim to drive investment into purpose-built elderly housing and improve the overall ecosystem for senior citizens in urban and semi-urban areas.

Property Tax Relief for Owners

The state has also announced property tax concessions for those purchasing senior living units. These fiscal relaxations are aimed at making ownership and long-term residency in such homes more viable for retirees and their families.

Revamp of Old-Age Homes on Government Land

In an effort to integrate existing infrastructure, the policy proposes the redevelopment of old-age homes and orphanages located on state-owned land. These facilities will be upgraded and merged into the larger framework of senior living initiatives to serve the growing elderly population more effectively.

Demographic Shift Driving Policy Reform

The state’s push comes against the backdrop of an ageing population. According to Census 2011 data, senior citizens made up about 10% of Maharashtra’s population—higher than the national average. This proportion is expected to climb to 17% by 2036, necessitating robust housing solutions tailored for the elderly.

This is the state’s first detailed housing policy in nearly two decades, and it reflects a modern approach by including senior citizen housing, student accommodations, and other emerging residential needs.
