Maharashtra's pioneering e-registration system, which allows property buyers to complete first-sale registrations directly from builders' offices, has witnessed remarkable growth since its launch two years back. Officials report that the initiative has successfully addressed overcrowding issues at sub-registrar offices while making property transactions more convenient for homebuyers.

Growing Developer Participation

The Maharashtra government revealed that nearly 700 developers across the state are now utilizing the e-registration facility. This marks a significant uptake of the digital initiative that was designed to streamline property registration processes. Since 2023, the system has facilitated the registration of over 11,000 property documents through builder offices, with approximately 4,000 registrations completed in the current financial year alone.

State officials expressed optimism about reaching the milestone of having 1,000 developers participating in the program by the end of the current year, particularly expecting a boost during the festive season when property transactions traditionally increase.

Leading real estate industry associations including CREDAI (Confederation of Real Estate Developers' Associations of India) and NAREDCO (National Real Estate Development Council) have been actively promoting the e-registration facility among their members. The new system allows any sub-registrar office within a district to process agreement registrations, eliminating the previous restriction of area-specific registrations. Additionally, the system has transitioned from OTP-based verification to Iris-based Aadhaar authentication, significantly reducing processing delays that previously hampered the registration process.

In specific regions including Pune rural areas and Mumbai city and suburban zones, the upgraded system has demonstrated remarkable efficiency. Since February 2025, these areas have processed over 1,64,000 leave and licence agreements using the improved digital platform.
