Policy Aims and Investment Scale

The Maharashtra government approved its first comprehensive housing policy in nearly two decades, named Majhe Ghar, Majha Adhikar (My Home, My Right). The policy sets a target to construct 35 lakh affordable homes by 2030 with an investment of ₹70,000 crore, focusing primarily on Economically Weaker Sections (EWS) and Lower Income Group (LIG) segments.

Support for Self-Redevelopment and Dedicated Assistance Cell

To facilitate self-redevelopment of ageing residential buildings, the government allocated ₹2,000 crore and plans to establish a dedicated cell to help cooperative housing societies with planning, funding, developer selection, and execution. This initiative is designed to empower societies to independently undertake redevelopment projects.

Introduction of Rent-to-Own Model

The policy also introduces a rent-to-own scheme, enabling working women, students, and industrial workers to occupy homes for up to 10 years before having the option to purchase them, aiming to improve housing accessibility for these groups.

Focus on Sustainable and Climate-Resilient Construction

Deputy Chief Minister and Housing Minister Eknath Shinde highlighted that the policy supports green building practices. New constructions will be planned with resilience against climate risks such as heat, floods, and earthquakes, incorporating innovative technologies under the Global Housing Technology Challenge to promote sustainable, disaster-resistant, and cost-effective construction.

State Housing Information Portal Powered by AI

The policy proposes a centralized Housing Information Portal leveraging artificial intelligence. This digital platform will integrate data on housing demand and supply, geo-tagging, fund allocation, district-wise land acquisition, and coordinate with existing systems like MahaRERA, Mahabhulekh, and PM Gati Shakti to streamline housing initiatives.

Affordable Housing Near Hospitals and Government Land Bank

Maharashtra plans to develop affordable housing near major hospitals in cities such as Mumbai, offering rental accommodations to relatives of patients, modeled after the Prime Minister Awas Yojana (PMAY). Additionally, a government land bank for residential purposes is targeted for creation by 2026 in collaboration with multiple departments, including Revenue, Forest, Road Development, Water Resources, and Industries.

Promoting ‘Walk to Work’ Concept and Inclusive Urban Growth

The policy aligns with the Prime Minister’s ‘walk-to-work’ vision, encouraging housing development near employment hubs, especially industrial zones. It mandates that 10% to 30% of land reserved for amenity plots in industrial areas be allocated for residential use. Inclusive housing orders apply to large municipal corporations and all Metropolitan Region Development Authorities to accommodate rising urbanisation.

Slum Rehabilitation and Redevelopment Quality Assurance

The policy advocates cluster redevelopment approaches to revitalise slum rehabilitation projects. It further plans to establish a state-level Supreme Grievance Redressal Committee to oversee quality control, mediate beneficiary grievances with developers, and ensure timely completion of redevelopment projects under DCPR 2034 and the MHADA Act.

Industry Reactions and Expectations

Real estate developers welcomed the policy as a crucial step toward ‘Housing for All’ in Maharashtra. Prashant Sharma, President of NAREDCO Maharashtra, praised the investment plan and focus on slum rehabilitation, redevelopment, and the MahaAwas Fund, viewing these measures as drivers for employment generation and dignified living.

Niranjan Hiranandani, Chairman of NAREDCO and Hiranandani Group, lauded the introduction of self-redevelopment cells, dedicated redevelopment funding, and simplified compliances, emphasizing their potential to unlock redevelopment in land-scarce cities and address stalled projects.
