AATK Constructions Secures Contract for Decade-Long Kamathipura Redevelopment Project in Mumbai

A major milestone has been achieved in the long-awaited transformation of Kamathipura, one of Mumbai's oldest and most densely populated neighbourhoods. AATK Constructions has been selected as the winning bidder for the redevelopment initiative, which has been pending for over ten years, following a competitive tender process managed by the Mumbai Building Repairs and Reconstruction Board (MBRRB), an arm of the Maharashtra Housing and Area Development Authority (Mhada).
According to official sources, Mhada received two submissions in response to the tender—one from AATK Constructions and another from J Kumar Infraprojects. After a comprehensive assessment of both technical capabilities and financial proposals, the housing authority recommended AATK Constructions for the project. The recommendation has been forwarded to the state government's high-power committee (HPC) for approval, and subsequently, the project will require final clearance from the state cabinet.
Transforming One of Mumbai's Most Challenging Urban Areas
The Kamathipura redevelopment project spans approximately 34 acres and encompasses around 800 buildings, a significant majority of which are over a century old and have been classified as structurally unsafe. An earlier survey conducted by Mhada revealed that most plots in the area measure merely 50 square metres, making individual redevelopment efforts by property owners economically unviable. The neighbourhood is further complicated by fragmented land ownership patterns, multiple tenancy disputes, and exceptionally high population density—factors that have historically hindered any coordinated redevelopment efforts in Mumbai.
Given these complexities, the state government assigned the redevelopment responsibility to MBRRB. The project is being implemented through the Construction and Development (C&D) agency model, wherein a private developer partners with Mhada to execute the comprehensive transformation.
Decade-Long Advocacy Bears Fruit
Local legislator Amin Patel, who has championed the cause of Kamathipura's redevelopment for more than a decade, expressed his satisfaction with the project's advancement. He stated that aligning the interests of tenants, landlords, and government agencies had been an enormous challenge. Patel noted that even Chief Minister Devendra Fadnavis had acknowledged in the state Assembly the extent of his efforts on behalf of the area's residents.
The MLA further indicated that approval from the HPC and the state cabinet is anticipated in the near future, following which actual development work can commence on the ground.
Overcoming Repeated Setbacks
The tender process encountered numerous delays primarily due to limited developer interest, resulting in multiple deadline extensions. It was only in late September 2025 that the two firms—AATK Constructions and J Kumar Infraprojects—submitted their proposals. Following rigorous evaluation, AATK Constructions was declared the successful bidder, signifying a crucial breakthrough for a neighbourhood that has long represented both Mumbai's rich history and its persistent infrastructure challenges.
The Road Ahead
Upon receiving cabinet approval, AATK Constructions will assume responsibility for executing what is poised to become one of Mumbai's most significant urban renewal projects in recent times. The redevelopment plan envisions replacing unsafe, dilapidated tenements with structurally sound, contemporary housing units. Additionally, the project aims to enhance the overall urban environment through improved civic amenities, upgraded infrastructure, and the creation of open public spaces.
Industry observers believe the Kamathipura redevelopment could establish a benchmark for managing complex inner-city transformation projects in high-density, heritage-rich areas across Mumbai and potentially serve as a model for similar initiatives in other metropolitan centres. The project also reflects the broader trend of Mumbai's real estate redevelopment gaining momentum across various neighbourhoods.
