MHADA's Big Push for Redevelopment
In a strategic move to tackle Mumbai's housing challenges, the Maharashtra Housing and Area Development Authority (Mhada) has made all its 114 layouts across the city available for redevelopment. The decision was announced by Mhada Vice President Sanjeev Jaiswal, who emphasized that cluster redevelopment would be the focus going forward to ensure better civic infrastructure and amenities.
7 Layouts Identified for Immediate Redevelopment
Mhada has identified the following key layouts for cluster redevelopment through construction and development agreements:
- Motilal Nagar, Goregaon
- Abhyudaya Nagar, Parel
- Adarsh Nagar, Worli
- Bandra Reclamation
- GTB Nagar, Sion
- Clusters of cessed buildings in Prabhadevi, Mahim, and Dadar
These seven large-scale sites mark the beginning of a citywide redevelopment strategy aimed at boosting affordable housing stock.
Backed by Supreme Court Ruling and Policy Blueprint
A recent Supreme Court ruling in favour of redeveloping GTB Nagar has further empowered Mhada to pursue similar redevelopment across cessed properties. The initiative also aligns with the ‘MMR as an Economic Growth Hub 2030’ plan, under which Mhada is expected to contribute 8 lakh of the 30 lakh planned housing units in the region.
Digital Transparency and Mapping Tools
To enhance transparency, Jaiswal announced that GPS mapping of all layouts will soon be uploaded to Mhada’s website. While individual building redevelopments have taken place near arterial roads, deeper pockets of layouts remain neglected—making a case for the cluster model.
Access to lease, conveyance, and redevelopment data will be provided through a digilocker-style system, with KYC-enabled restricted access to prevent misuse of sensitive data.
Developer Participation and Past Lessons
Builders are expected to play a key role, though Jaiswal warned against fragmented redevelopment within a single layout. Developer Rajan Chaturvedi supported this, urging Mhada to restrict standalone redevelopments once a layout is taken up.
The authority also aims to avoid pitfalls like the Patra Chawl incident, where a private developer misused land rights. That project was eventually reclaimed and redeveloped by Mhada itself.
Slum Redevelopment & Malvani Makeover
In addition to layouts, Mhada has been assigned the task of redeveloping 25,000 tenements under slum rehabilitation. Notably, the Malvani redevelopment involving 17,000 hutments is among the largest projects expected to begin soon, potentially generating 45,000 new tenements.
AI-Powered Citizen Facilitation Centre Inaugurated
Alongside the redevelopment drive, Mhada launched its first Citizen Facilitation Centre (CFC) at its headquarters. The CFC will provide AI-powered assistance, ensure all applications are digitally traceable, and maintain transparency through recorded conversations and digital displays.
