As the sole respondent (L1) for the twin-tower project in Goa, Dilip Buildcon has been formally designated the L1 candidate. The Union Ministry of Road Transport and Highways (MoRTH) has not yet finalised the awarding of the work to the company.

The contractor shall recoup its investment in the structures through revenue generated from visitors; the project shall be carried out in the form of a public-private partnership (PPP).

Two pylons of the new eight-lane cable-stayed bridge that spans the River Zuari and connects North and South Goa are anticipated to support the construction of the superstructure. To support the weight of the twin structures, the pylons of the new Zuari bridge have already been constructed.

Visitors will be able to park on the bank of the River Zuari beneath the existing bridge, as per the proposed design. An elevated pathway will link it to the foundation of the structures. By way of a high-speed lift, visitors will ascend to the summit of the structure.

Additionally, the government will not provide complete funding for the twin structures' construction. A portion of the revenue generated from the observatory atop each structure will be donated to the government, while the contractor will retain a portion of the fee.
