Uttar Pradesh Tightens Land Deals with Aadhaar Checks and Vendor Commission Cap

In a bid to curb fraudulent property registrations, the Uttar Pradesh government has announced a series of key reforms, including mandatory Aadhaar authentication and a fixed commission policy for stamp paper vendors. Officials stated that these measures aim to modernise the state’s registration process and minimise identity-related frauds during property transactions.
Aadhaar-Based Verification to Prevent Fake Registrations
Authorities indicated that the state will soon mandate Aadhaar authentication for property registration, aiming to eliminate impersonation-based fraud. At present, sub-registrars are not required to verify the ownership of the land beyond photocopies of identification documents, which officials claim has left room for abuse. The new move is expected to reinforce transparency and protect rightful owners during the registration process.
Minister of State for Stamp and Registration, Ravindra Jaiswal, mentioned that the new system will plug existing loopholes by ensuring that only verified individuals can register property. Chief Minister Yogi Adityanath has reportedly instructed officials to enhance document verification procedures and strengthen the scrutiny of land-related records.
New Support Roles and Infrastructure Upgrades
To assist citizens with property documentation and fee calculations, the government is also planning to introduce “Nibandhan Mitras” or “Registration Friends”—trained computer professionals who will guide users through the registration process. This is part of a broader push to streamline services across registration offices.
Officials revealed that 48 new sub-registrar offices will be constructed in various districts including Sidhauli, Mau, Greater Noida, Ghaziabad, and Mathura. These upgrades are part of a larger infrastructure revamp meant to bring registration offices in line with the service efficiency of passport offices.
Land Record Digitisation and Immediate Buyer Entry
The state is also mulling a provision for immediate entry of the buyer’s name in land records post-registration, following the model adopted by states like Madhya Pradesh and Haryana. This measure is expected to prevent cases of the same property being resold by the original owner.
Stamp Paper Vendors to Get Rs 5 Fixed Commission
To stop vendors from overcharging on low-value stamp papers (Rs 10 to Rs 100), the government will implement a fixed commission system, granting vendors Rs 5 per sale. Currently, the low margin has led to widespread overpricing by vendors. Authorities said the new model will benefit both buyers and sellers, while also bringing price discipline into the system.
According to Jaiswal, the state sees daily sales of approximately 2 to 2.5 lakh stamp papers in this price range. Once the new policy takes effect, any vendor found charging above the fixed price will face strict penalties.
