In what is being seen as a significant policy intervention, the Maharashtra government has reportedly approved an ambitious roadmap to construct 35 lakh affordable homes by 2030. The initiative falls under the newly proposed Housing Policy 2025, which aims to address urban housing shortages while promoting inclusive economic growth and sustainable development.
A Vision to Power a $1 Trillion Economy
Deputy Chief Minister and Housing Minister Eknath Shinde is believed to have described the policy as a transformational move for Maharashtra's urban planning. He reportedly emphasised that the policy was not limited to supporting economically weaker sections but was structured to ensure housing for all income groups. In addition, authorities have reportedly confirmed plans to utilize central government land parcels to rehabilitate slum dwellers—an attempt to optimise underutilised public land for housing needs.

The housing policy is believed to promote the development of affordable housing near industrial and employment hubs. Officials have indicated that between 10% to 30% of the 20% reserved land in MIDC areas would be set aside for this purpose. This move is reportedly aimed at cities with a population of over 10 lakh as well as metropolitan development zones, thereby widening the access base for affordable homes.

The policy reportedly aims to cover a diverse demographic—ranging from senior citizens and industrial workers to working women, students, ex-servicemen, journalists, and individuals with disabilities—thereby underscoring the inclusive intent of the policy framework.

In key urban centres such as MMR, Pune, and Thane—where redevelopment efforts have been stalled—the state government is believed to be promoting cluster redevelopment. Officials suggest that this will be facilitated through fresh bidding rounds and the implementation of tripartite agreements involving societies, developers, and government bodies to ensure accountability and faster approvals.
