MMRDA Invites Bids for Mega Ramabai Nagar Slum Redevelopment

The Mumbai Metropolitan Region Development Authority (MMRDA) has reportedly invited bids for constructing 5,623 tenements under the initial phase of a major slum redevelopment initiative covering Ramabai Ambedkar Nagar and Kamraj Nagar in Ghatkopar. This marks the agency’s first-ever independent project under the Slum Rehabilitation Authority (SRA) framework.
Landmark Step After Securing Rs 1,500 Cr Loan
The move is said to follow a recent financial milestone for the agency, which involved securing an institutional loan of Rs 1,500 crore from a public sector bank. The total project cost is estimated to be around Rs 8,498 crore.
Transformation of 31.83 Hectares in Ghatkopar
The redevelopment is aimed at converting a 31.83-hectare area into a well-planned housing cluster consisting of over 17,000 residential units, integrated civic amenities, and a proposed freeway link connecting to Thane. The first phase alone will cover 6.95 hectares and include 11 residential towers with a height of up to 70 metres, to be completed within 36 months.
Project Features and Amenities
As shared by an official, each of the 5,623 tenements will offer a carpet area of 300 sq ft and be housed in towers equipped with basements for parking, commercial spaces at the stilt level, and 22 residential floors above. Each tower will reportedly feature eight elevators, including stretcher lifts.
Additional community infrastructure such as anganwadis, libraries, youth centres, and fitness areas will also be included, in accordance with DCPR 2034 regulations.
Transport Integration and Funding Plan
Officials stated that part of the land cleared through the redevelopment will be utilized for a freeway intended to ease traffic congestion between Ghatkopar and Thane—positioning the project as a key component in the city’s broader transport strategy. Funding will be arranged through a hybrid model, with Rs 3,916 crore coming from institutional loans and 39% through internal revenue sources. The funding strategy is reportedly designed to promote transparency and fiscal discipline.
Greenlight Received in 2023
The proposal was approved during an MMRDA meeting held in Nagpur on December 12, 2023, under the chairmanship of the then chief minister, signalling official backing for this ambitious urban transformation.
