The Karnataka government’s ambitious Greater Bengaluru Governance Bill, 2024—recently approved by Governor Thawar Chand Gehlot—is poised to change the contours of the real estate sector in India’s IT capital. By replacing the monolithic BBMP (Bruhat Bengaluru Mahanagara Palike) with up to 10 smaller, elected municipal corporations, the Bill proposes to create a more efficient and decentralised urban governance model. These new city corporations will function under the proposed Greater Bengaluru Authority (GBA), designed to streamline planning, infrastructure, and civic services across an expanded metropolitan region.

Expansion of City Limits Likely to Drive Peri-Urban Property Boom

The legislation plans to extend Bengaluru’s official boundaries to incorporate adjoining villages, towns, and rapidly urbanising fringe areas. According to urban observers, such inclusion is expected to drive significant appreciation in land and property values across peri-urban regions, with many zones already witnessing speculative activity in anticipation of official integration. Analysts noted that the new governance model could facilitate the development of fresh business districts and reduce pressure on existing economic hotspots like Whitefield, ORR, and Electronic City.

Balanced Growth and New Commercial Hubs on the Horizon

It has been observed that the current concentration of commercial activity in a few areas has led to congestion and unsustainable infrastructure load. Experts believe that the GBA’s focus on decentralisation, coupled with upcoming metro and suburban railway expansions, could unlock vast tracts of vacant or underutilised land. This would pave the way for better-planned economic clusters with improved last-mile connectivity and enhanced liveability, thus creating new real estate micro-markets across Greater Bengaluru.

Planning vs Execution: Caution from Urban Experts

However, not all feedback has been optimistic. While the Bill promises coordinated planning, critics have expressed concern over the dilution of critical urban functions, particularly the integration of land use and transport. Urban development veterans pointed out past missteps in areas like Whitefield, where growth outpaced transport planning. They cautioned that if the GBA undermines statutory bodies like the Bengaluru Metropolitan Land Transport Authority (BMLTA), the result could be disconnected urban expansion, defeating the very goal of sustainable development.
