DTCP Launches Massive Crackdown on Illegal RWA Constructions in Gurugram Housing Societies

Gurugram, July 10, 2025 – The Department of Town and Country Planning (DTCP) announced an intensive enforcement campaign targeting unauthorized structures built by Resident Welfare Associations across multiple housing societies in Gurugram. Officials reported that these actions were being taken against illegal encroachments and non-approved constructions being carried out for religious, commercial, and social activities in designated common areas.

Temple Structure Demolished in Suncity Avenue 102

In a recent enforcement action, DTCP teams demolished a makeshift temple structure in Suncity Avenue 102 after receiving complaints from residents. The department confirmed that the illegal structure had been erected without obtaining necessary permissions and was obstructing designated community space meant for collective use.

RWAs Operating Beyond Legal Authority

DTCP officials clarified that Resident Welfare Associations do not possess development rights under the Haryana Apartment Ownership Act and should refrain from carrying out construction or making structural alterations in common areas. The department warned that violations could result in the dissolution of RWAs, with administrators being appointed by the department to take their place.

Multi-Sector Enforcement Drive Planned

Officials indicated that additional enforcement drives were being planned across sectors including 81, 82, 84, 85, and 92–95, where multiple societies had been flagged for similar violations. The DTCP stated it was preparing to launch a comprehensive inspection and verification process in the coming weeks to assess the extent of illegal activities and enforce appropriate penalties.

This initiative forms part of a broader effort to ensure compliance with building norms, protect community infrastructure, and prevent misuse of shared property by governing bodies operating beyond their legal remit. The action parallels recent enforcement measures taken against illegal constructions on master roads in Gurugram by other regulatory authorities.

Industry experts suggest that homebuyers should understand property registration processes thoroughly to avoid complications arising from unauthorized constructions in their housing societies.
