India’s property registration process is set for a major reform, as the Registration Bill 2025 seeks to replace the country’s outdated framework with a modern, digital-first system. The bill reportedly aims to increase transparency, reduce disputes, and ensure secure recordkeeping by making key changes to the current registration protocol.

Mandatory Inclusion of More Legal Documents

As per the proposed legislation, several legal documents that were previously optional will now require compulsory registration. These include agreements to sell, sale certificates, and powers of attorney. Legal experts believe this move will help curb property fraud and reduce litigation, as transactions will have a formal legal trail right from the start.

Aadhaar Authentication is Optional, Not Mandatory

Though the bill supports Aadhaar-based digital authentication for registrations, it does not make it compulsory. Individuals without Aadhaar or those who prefer alternate IDs will still be allowed to register documents using other legally approved identification methods. This provision ensures that the system remains inclusive and accessible to all citizens.

Electronic Recordkeeping to Minimize Tampering

By shifting to digital documentation and storage, the bill aims to reduce risks associated with physical recordkeeping such as tampering and misplacement. Once implemented, property-related documents will be stored electronically, enabling quicker access, enhanced verification, and improved trust among stakeholders.

Public Feedback Invited

To ensure citizen participation, the government has made the draft of the Registration Bill 2025 available for public consultation. Feedback and comments are being invited from citizens and real estate stakeholders until June 25, 2025. This step is expected to help in shaping a future-ready, citizen-centric property registration regime.
